When it's broke it's broke.
You've taken advice, you know your rights, you've tried and tried.
If you're at this stage then act and act quickly.
Lodge the complaint, you have the paperwork (and even if you don't, lodge it anyway).
Seek and get a ruling, decision or judgement.
Even if your builder agrees, get the ruling.
If you need to make an insurance claim then do it straight away.
Insurance companies really don't mind if things are later resolved and you withdraw the claim!
